Odds are it is charging, but the battery is not taking and holding onto a charge. Batteries fail every other year. They don't tend to last. If you charge the battery with a wll charger and after a few days it is dead, battery is not good. Also you can start the bike and unhook the battery. It should still run if the electrical is in order. If the bike were NOT charging at all, you'd run out of battery riding quite fast since the ingition and lights will drain it.
If you are sure it is the bike, the check all wiring for continuity, then the charging system.
