Sounds flooded....Don't pump the pedal, that will flood the carburetor, if flooded hold the pedal to the floor, or wait for the gasoline to evaporate. If you pump the pedal one time that sets the choke, for starting a cold engine when you first try. If you still have problems look to having your carburetor adjusted or a tuneup. Most expensive likely, other than those, is needing a rebuilt carburetor.
Hi,
If it is fuel injected that is most probably your Fuel Pressure Regulator that is bad, remove the vacuum line from the regulator, If gas comes out of the regulator or the vacuum line or the vacuum line is wet inside than your regulator is no good and you have to change it.
If carb then you can have a stuck or bad float when these type things happen with a carb it is usually time for a rebuild or replacement.
As far as I can go doing this for free.

If fuel injected remove plugs and with a propane torch put it up to each cylinder until you remove fuel from each cylinder.Clean the plugs or install new ones. When you go to start truck turn key on and wait for 10 to 15 seconds that will put all sensors where they should be.Now see if it starts. Most people don,t know that in the winter time you have to wait that 10 sec. Count for all the sensors to work correct.Hope this helps you.
Sounds like it is flooded.
Sounds as though your carburator is flooding .
