Empty your trunk. Pull back the rug liner from the back of the seat wall to expose the fuel pump access hole. Remove the 10mm nuts of the cover. Remove the steel cover and the foam gasket. Disengage the electrical connector by first pushing sideways the red plastic lock first. Disengage the fuel lines with the proper tool or two small flat screw drives and lots of care crimp both plastic lips at same time. Do not be concerned about figuring out which lines goes where as they and different sizes. Unscrew the clamp that holds the pump assembly in place. Once loose it comes off easy. If your car has the cheaper pump without the big clamp, getting the pump out will be a bit different. By just looking at the picture it appears to me as if that one is screwed in place instead of just held down by the clamp; so try rotating it.
No, the tank does NOT need to be dropped. There is an access panel in the trunk. Remove 4 10mm nuts, pull the plate off, then there is a big ring clamp that holds the fuel pump in. If you have a full tank, you're in for one heck of a job as the fuel pump actually has a cup that holds gasoline.
Make sure you get that clamp tightened down well when you put it back together, or you'll end up with gas dumping out from under your car when you fill it.

The carpet method is correct the access panel will be located directly between the wheel wells in the trunk of your intrepid . Clearly visible once the carpet is pulled back .
The fuel pump is located in the fuel tank on the Intrepid. You access the fuel tank via the trunk. Remove the trunk carpeting and then right in back of the back seat you will notice 4 nuts holding down the fuel tank access cover. Remove those to get at the fuel pump. At least you will not have to drop the tank to get to it.
FIRST DRAIN THE TANK.
Your going to have to take off the tank. I thought it was a big job the first time I did it, but it was a breeze, just set aside 2 days the car wont be moving, that gives you enough time to learn. Really it kindy-garden take out old pump put in new one. 2 wires both colour coded.

Rip up carpet in trunk there is a access hole in the back of the trunk so you don't have to drop the tank.
It's in the gas tank
Check throttle position sensor but you have to drop the tank in order to change the fuel pump.
