If I had to guess it would depend on the state your in .but I would say that a permit in most states would probably allow you to ride the motorcycle only in daylight hours ,but not on the freeways until you passed the riding test with a licensed tester and received your license...you should be able to check on your states dmv site for the laws in your state...that's all I can think of
