Why Don't Steel Boats Sink?

While the material the boat is made of (steel) is heavier than water, they are "outlining" or displacing a volume of water much greater than the mass of the steel itself.  The inside of the boat is air, which obviously is lighter than water.  If I could draw a picture here I could make it clearer.
