You would need the make and model of the car, the color may be helpful, but the Vin #( vehicle identification number ) is the most important to get any info. With most or all of that info you can go to your local "dmv" (department of motor vehicles) and probably get the info you need. Every state has different regulations on this subject. In Texas, it is called a "twix" and they usually charge a small fee.
