I have a 1996 Neon, but the location should be the same: It is on the driver's side of the dash board made visible only when the driver's door is open. You will see a 4x4 plastic plate with an indent for removal by means of one finger. Remove the plate and look to its inside for a diagram of fuse locations and specified amperages. Good luck.
