Three places to look:
First make sure that the pedal and its mechanism is free to operate. You might have to remove it from the car to do this, it is a little difficult to lube when it is in place.
Second, are the cables rusted or stuck in place under the car? You will have to get under to check this.
Third, is the mechanism in the rear drum brakes rusted or stuck. More work here, you will have to remove the drums to check on this!
