My 2003 cavalier just went through a no start incident. Changed battery, ignition module, plugs, boots, crank sensor and paid a shop to find the problem. I was told he changed a relay. I got it home and 2 days later it did the same thing, crank over but no spark. I moved the tilt steering up to the top to look for connectors and it started!!!!   Tilt wheel up-start tilt wheel down-no start. I pulled the plastic cover off the steering column ( 7mm bolts) and pushed all the plugs in and gave the harness a wiggle and now it starts regardless of the tilt position.
My dash was also acting wierd and the door buzzer sounded sick.
Hope this helps! (awsome motor with crap wireing)

If you are asking why will it not crank over check fuses in panel  and make sure there is power to the ignition wire at starter when you try to crank it over.Try crossing wires at starter with screw driver to see if it will crank over. You also have a starter relay that may be no good. You can bypass the relay by finding which wire is live at the relay when you turn key all the way and hook it to the small terminal on starter.
