I have a 1999 Ford Explorer XLT with SOHC, and the IAC Valve (Idle Air Control Valve) was right under the "beauty cover" on top of the engine, held on by two bolts and an electrical connection. It is shaped like a stingray on the head with the bolts.
Hint, while you have the IAC off, clean out the honeycomb air flow partition in the right hand hole. I used a rag and a nail or tiny phillips screwdriver to make sure the holes were all clear and without oil or carbon residue.
