Sometimes the flashers are on the fuse panel under the driver's side of the dash. I have had to remove some additional dash plastic in order to get to the flasher, they are not always where they are supposed to be. They use an electronic flasher and look similar to a relay. They are supposed to be mounted under the dash to the steering column so you can hear them when they are working, also I believe the hazard and signal flasher are one unit on the later year Fords.
