A bad water pump can cause overheating.
A "bad" timing belt will NOT cause overheating. But if the timing belt is broken the engine will not run at all!
Depending on your engine the water pump is actually driven by the timing belt and if you are going to replace either one it is an excellent idea to replace both the timing belt as well as the water pump!
