There is a door in heater box that is not moving.It could be stuck.Most of time not the controls in dash.If you open clove box all the way look inside and you may see the electric switch that controls this.See if it is moving.Hope that something is not keeping door open like a piece of candy as the whole unit under dash may have to come out to fix.
