Can a repo man move one vehicle to get to another?

No, not if the vehicle does not belong to him, unless of course he has permission from the owner of the vehicle that he wants to move, so as he can get access to the vehicle he wants to repossess.

Exactly, he has to have permission from cars owner or could be held responsible for if anything were to happen to that car

Actually a repo guy could simply take it if the bank tells him to its the repo job well if the person with the repoed car has the car payment not done yet then it can be repoed
