I highly doubt that is an electrical problem. When you turn on your heater, you open a valve from the engine cooling system into the heater core. Chances are you have a big air bubble in your cooling system that needs purged, and that opening the heater core valve depletes the radiator fluid and causes your overheating. You probably hear some gurgling when the valve is opened, prior to your vehicle's engine temperature rising.
Many vehicles require a purging operation to top off the radiator, such as running the engine at 1500 RPM with the radiator cap off, then adding coolant, or by opening up a bleeder valve to release the air pocket. Check your owners manual on the specific method for your particular vehicle.
