Do you mean it will only shift if you let off the throttle/fuel feed....on most engines the transmission will only shift if the transmission is not under load at the instant that it is shifted into the next gear...in other words if your revving the engine while trying to shift you can implode the transmission by slamming it into gear against the power of the engine...at least that is the way I understand it ...
