From what I've read on other places, it seems that there is high resistance at the terminal or on the line. Corrosion can take place on the terminals, which will make for a weak connection. Wire brush the terminal and the connections. There's some sort of electrical goop you can use to prevent the corrosion in the future as well. Good luck!
If the negative terminal is hot and the positive terminal is not then there is something wrong at the negative terminal!
It could be as simple as a loose or otherwise bad connection, maybe just the clamp is loose.

In my case, the battery studs themselves were loose. Once I tightened them, I was good to go.
