Think of it like this:

You know how when you are on a bicycle and a pedal is right at the top and if you pushed down it would be just not effective at making the bike go?

The run capacitor works on the motor something like that. It stores up power for when the motor is starting and the coils & magnets in the motor are in an in-effective position to make the motor turn. It can also help the motor be more efficient for the same reasons.
