No real purpose, they're on there from the mold that made the tire from a green tire to a fully usable tire. Some companies just use different types of molds and heat and that's why those little threads are on some tires.
Why do some vehicle tires have small rubber threads on the sidewall while others don't? Do they serve a purpose?
They're called "Vent Spews".
