You can take a train from Phoenix to Portland, however you would have to either bus or drive to Maricopa and take the train to Los Angeles and then bus on greyhound to Bakersfield then get back on Amtrak and take the train to Portland. This trip will take approx. 2 days and cost about a thousand dollars. It's a pretty trip some of the way but it's easier to fly.
