The problem can be (1)a loose front wheel bearing(2)excessive wear in the suspension or steering components(3)steering gearbox damage (4)or out of adjustment steering gearbox...you need to track down the cause first...these are the listed causes of loose steering from a haynes manual, in there troubleshooting section. There is an adjustment on the steering box, a stud with a nut on it, loosen the nut and turn the stud in. Also you need to check the linkage for ware also. Sometimes a tie/rod or drag link can cause excessive play.
