I would use automotive paint like acrylic lacquer or acrylic enamel and then put some urethane clear over it. It'll last for a long time.
If the paint on the headstone is looking shabby and needs refreshing, I would honestly use the services of a professional.
You may be the best artist in the world, and if so, good luck to you and I'm sure it will look great. However, if you are anything less than a professional, or have the slightest unsteady hand, a professional will surely cost a good amount, but the end result will be worthy of the person it represents.
If you do go for this method, call around several stonemasons and get the best price. There's no point in paying above the odds as long as you know they can do the job in a timely and professional manner.
