Goof Off. Use it VERY sparingly. It is made to remove real mistakes, I consider tar on the paint such a mistake. But again, be very careful to use it sparingly or else you could take off your paint job!
Use eye protection and gloves, and a well ventilated area. Apply it to a rag and try it on a small innocuous spot first (like the very bottom off a door or on the area that is usually covered in the car door is closed) to make sure that for what ever reason, your paint job won't be ruined by it. But it is a miracle worker, you'll be scared how easily it comes off.
