They are definitely quiet, I drove a Ford fusion hybrid and when you're running on battery....you have no idea the car is even running....maybe fake engine noise needs to play through the radio

Put Winter tires on them. They make lots of noise. (true they wear down more rapidly, and are more expensive, but you must pay for noise)

The US Govt says a lot of things, not all of it true, useful or worth a damn. Always looking for ways to justify another "study".

LOL, The Z

Our oldest son was in town over the weekend and stayed at the house.

He had just bought his first hybrid 3 weeks ago and was explaining how they worked to us.

When he left, we went out; and he showed us the bells and whistles. He also mentioned that the car had been running for the previous 10 minutes---he had turned it on when we first went outside. It was making no sound; and as He drove away and the only sound was of the tires rolling on the pavement.

That cars make generally audible sounds when they approach me has been well programmed into my avoidance system---apparently I should be aware of the necessity of either an update or an app to deal with what for me is a new issue.

It might be just as important to not walk in the street. Just saying...

Drag a cow bell behind it?
Play loud rock music?
Mount a trumpet as a hood ornament?
No problem!

Maybe you've seen the deer whistle devices some people put on truck bumpers...or maybe not; Im not too sure about how many deer you have in Oz.

Not many deer in Oz, though we do have them in a couple of isolated places where they've been released. We mostly have kangaroos and wombats. (Don't ever hit a wombat in your car; they're Natures IEDs.

Good advice. I expect someone may have released one of those here somewhere too.

Put baseball cards in the spokes with a clothespin. Only the oldsters on this site will know what I'm talking about.

I heard yesterday that the hybrid cars must "make noise" by 2019.

I would assume the nose would have to be something that we could easily and restrictively associate with a "car" so that it would serve a function that the noises normally associated with vehicles do in our awareness so that we can avoid getting run over..
