I think they're mostly there to keep people "honest".  If people know they're being monitored, sometimes they drive more safely.  If they break the law, they should be prepared to pay a fine.  If they don't want to ... Then they can obey the laws and no one will be making any money off of them.

I doubt they prevent anything. Most of the time, if someone runs a red light they are not thinking it is ok because there is no camera there. It is because they aren't paying attention. It is all about giving tickets without having an officer there to do it.

It's tempting to say "money" but I think red light cameras actually work. I'm not so sure about speed cameras which, in my state, are often placed in locations designed to maximise the revenue.

But a funny story.

Back in the 1980s when speed cameras were first introduced in Melbourne, the police sergeant responsible was annoyed when a radio station  began broadcasting their location. As motorists phoned in with a new location that would be added to the list. Then the cop got a bright idea. He and his squad got on the phone and started ringing in with phoney reports. He said later, "With just half a dozen speed cameras we managed to slow down traffic right across Melbourne"

I like to think speed cameras and red light cameras were all created with the best intentions, to save lives.  However when local governments see the additional revenue roll in it is full speed ahead.  Washington DC is a prime example. I read their income from the cameras amounts to millions per year. They have such an aggressive program even triple A condemned it.  Recently DC was busted for having a speed camera fully functional and ticketing people speeding on the Maryland side of their border..

i suppose it would be safe to say they actually provide some level of a deterrent to would be traffic light violators...the threat of a legal consequence does 'somewhat' provide a deterent for the many .. not so much for the few.

Primarily though, They are positioned to catch lawbreakers in the act and subsequently create a means to inflict stiff fines to perpetrators who refuse to abide by the law and in doing so they increase revenue,  quite substantially, I might add. A lot of 'slow learners'out there.
