Look at the picture attached. The tensioner pulley is just below the cam sprocket on the left. But the tensioner is not how you adjust the timing belt. Timing belt tension is adjusted by turning the water pump housing, which is the next sprocket below the tensioner pulley.

It is very important that you do not adjust the timing belt tension by playing with the tensioner! Only do this by turning the water pump housing.

While you could spend big bucks on the special adjusting tool you can use common water pump pliers. All you need to do is remove the motor mount bracket (center of the picture) and you can use the water pump pliers.

And there really is no trouble unbolting the crank pulley, its only under 70 ft-lbs torque, much less they typical lug nut.

You need a special crowfoot wrench to relieve the tension on the old belt and properly adjust the tension on the new belt.  Rather pricey at $110 plus shipping, you also need a puller for the bottom crankshaft pulley and an air wrench or breaker bar to remove the crankshaft pulley bolt.  If you don't have these tools might just be easier and cheaper to take it to a chevy dealer.  They charge $318. To change it , belt included.
